Setting a Collapsible Section's Default Appearance to Expanded or Collapsed

Open the Page Editor.
Click the Block Settings Cog.
Select Edit Collapsible Section Settings.
Choose Collapsed or Expanded as the Default Appearance.
Click Apply.
