Open the Document, Video, or Image Library.
Click the library options ellipsis and select Manage Custom Fields.
Click the edit icon next to the filter field you wish to manage.
Click More Options.
Select Use "Dropdown Values" Sort Order (Above) from the Filter Sort Order dropdown menu.
Click Finish.
